Founder – Paul Ressler, the President and CEO of TOPAC, experienced a tragic loss when his son, Corey, died of an overdose on July 14, 2010. Only 22 years old, Corey’s phone registered an incomplete 911 call. Assuming there were individuals with Corey who did not call for help because of the fear of prosecution, Paul and other community members worked tirelessly to support the passage of the Overdose Prevention Act (OPA) which became law in New Jersey in May 2013. Before law’s the passage individuals were reluctant or unwilling to call for help for fear that this might lead to an arrest or prosecution for illegal drug use or possession. The law offers legal protection for those who place 911 calls to seek help for an individual experiencing an overdose.
